It could. Take for instance, Comcast.

Its true, Comcast is shit. I use it since its the only worthwhile broadband ISP around my area. (T_T)
They like to throttle your internet speed. Only difference with me is that in the recent months Comcast has decided to throttle my connection speed as a whole and not just PSP clients.

If you can get a different broadband ISP in your area other than Comcast, do it.
