Visual Studio C++ 2010 Express - http://www.microsoft.com/visualstudio/e ... pp-express

Visual Studio 2008 Express Downloads - http://go.microsoft.com/?linkid=7729279

But, why 2008?
And also why are you on library computers;

Is 3dsMax 2008 the one just before the Wavefront OBJ file format changes?

If you're a student you can get the professional edition from microsoft for free at dreamspark.net

You can also look at Sharpdevelop if you want a solid free one as well.

If you're a student, you can do the same with Autodesk programs. However, you won't be able to get a copy of Max 08. If you're trying to do stuff with the H2EK, you can use TheGhost's BlueStreak maxscripts. Here's a link to his thread for the .ASS version of the script.
